TOWN OF HOLDEN TRANSPORTATION/CIRCULATION COMMITTEE
RECORD OF MEETING
October 13, 2011

PRESENT:
R. Ferguson, TCC
S. Mentzer, TCC
J. Kempton, TCC
J. Zingarelli, Town of Holden DPW

  • September 8th record of meeting approved 3-0
  • Traffic Access Management (TAM) discussion
TCC members received copies of the final report titled “Holden Access Management Plan- Route 122A between Shrewsbury Street and Mount Pleasant Avenue”.   The Planning Board had not proposed any changes.

  • Stop Sign request on Princeton Street at Quinapoxet Street and Mt. Pleasant Ave. Janet Robinson of 105 Mount Pleasant Avenue spoke to the committee regarding her observation of several accidents in the intersection over several years.
TCC reviewed a 6-year accident history compiled by the Holden Police Department.  There appear to be far fewer accidents at this intersection than previously suspected.  The condition and placement of one of the existing stop signs was discussed; perhaps replacement of that sign is in order.  TCC members Ferguson and Mentzer agreed to perform a sample turning movement count during a morning peak period.

  • Sight line restriction at Red Barn Road and Chapel Street
TCC discussed the history of this situation, with records of discussion dating back to 2005 regarding sight distance and subdivision regulations.  Zingarelli will speak with the owner regarding the overgrown arborvitae.  A convex traffic mirror remains an option.

  • Route 122A and Route 31 Intersection
In a letter to the Town Manager, Mr. Anthony Marconi described this intersection as hazardous for pedestrians.  Mr. Marconi requests a No Turn on Red sign facing Reservoir Street and more time to cross the street. TCC requested that DPW provide the timing and sequence chart for this intersection at the next meeting.

  • Next meeting: November 10, 2011, 7:00 pm.
  • Other
TCC briefly discussed the signals at the public safety building.  Zingarelli will speak with MassDOT regarding this intersection as well as the 122A/31 intersection.

  • Adjournment:  TCC adjourned at 8:10 pm.
